Clearwater dog breeder charged with animal cruelty

A Clearwater dog breeder has been charged with two counts of animal cruelty almost a year after 31 dogs were rescued from her property. 

Bonnie Milligan, 72, appeared in Kamloops Provincial Court on Tuesday, Jan. 28. 

Milligan is charged with one count of wilfully causing, or being the owner, wilfully permitting to cause unnecessary pain, suffering or injury to an animal. 

Her second charge pertains to abandoning or wilfully neglecting an animal or failing to provide suitable and adequate food, water, shelter and care. 

Back in Feb. 15, 2024, the BCSPCA seized 31 dogs from Milligan's property. 

The dogs include dachshunds, poodles, miniature Schnauzers and various poodle-mix breeds, all of varying ages. The dogs were surrendered by their owner after an animal cruelty investigation was conducted by the BC SPCA.

At the time the BCSPCA told the Clearwater Times they would be recommending chargers. 

Milligan's next court date is scheduled for March 25, 2025 in Kamloops for her to consult legal counsel.
